1.1 INTRODUCTION<br />

CHAPTER ONE<br />

ORIENTATION TO THE STUDY<br />

Research has one end: the ultimate discovery <strong>of</strong> truth. Its purpose is<br />

to learn what has never been known before; to ask a significant<br />

question for which no conclusive answer has been found, and through<br />

the medium <strong>of</strong> relevant facts and their interpretation, to attempt to find<br />

the answer to that question (Rurnsey, 2005: XIV).<br />

In support <strong>of</strong>Rumsey's notion (2005) that research is a vehicle which makes us to ultimately<br />

discover the truth, Leedy (1993: 7) had argued that it should be borne in mind that:<br />

Everywhere our knowledge is incomplete and problems are waiting to<br />

be solved, we address the void in our knowledge and those unresolved<br />

problems, by asking relevant questions and seeking answers to them.<br />

The role <strong>of</strong> research is to provide a method for obtaining those<br />

answers by studying the facts within the parameters <strong>of</strong> the scientific<br />

method (Leedy, 1993:7).<br />

On the basis <strong>of</strong>these two authors' assertions, this chapter therefore presents an orientation to<br />

the study, ranging from the statement <strong>of</strong> the problem, aims and objectives to hypothesis<br />

formulation. The justification <strong>of</strong> the study in terms <strong>of</strong> wider research, the rationale <strong>of</strong> the<br />

study, operational definition <strong>of</strong> concepts and the layout <strong>of</strong>the thesis are also described.<br />

It is the mandate and imperative <strong>of</strong> municipalities throughout the world to ensure an improved<br />

quality <strong>of</strong> life <strong>of</strong> residents in their areas. Municipal areas however have unequal capacities,<br />

natural resources and development potential. The propensity to access basic needs and bener<br />

livelihoods for people depends on how the existing resources in the area are utilised.
