The merging <strong>of</strong> the externalities (Stages 2 and 3) with the internaIities (Stages 4 and 5) has<br />

resulted in the SWOT analysis. This is about bringing together the organization's strengths,<br />

weaknesses, opportunities and threats in order to identify a strategic niche that the<br />

organization can exploit (Robbins, 200 I). In support <strong>of</strong>this model, the study acknowledges<br />

the developmental ability <strong>of</strong> local and international tourism through the existing landscape<br />

and cultural features. The roles <strong>of</strong>historical sites such as the battlefields and Ondini cultural<br />

museum; and nature reserves like Ophathe Emakhosini heritage site in the study area are<br />

accommodated in the model with a view to improve the situational, land use and local<br />

economic development in Ulundi.<br />

Stage 6: Reassessment <strong>of</strong>organization's mission and objectives<br />

In the light <strong>of</strong> the SWOT analysis and identification <strong>of</strong> the organization's opportunities,<br />

municipal management re-evaluates its mission and objectives. Are they realistic? Do they<br />

need modification? Ifchanges are needed in the organization's overall direction, this is where<br />

they are likely to originate. In the absence <strong>of</strong>any changes, municipal management is ready to<br />

begin the actual formulation <strong>of</strong> strategies. The study proceeds to the next stage 7 with an<br />

assumption that its objectives as set out in chapters one and six are sufficiently realistic. In<br />

this research, the findings indicate that there is the need for a change in direction towards<br />

improving knowledge about the landscape and cultural attributes since little is known about<br />

them by the household heads. The findings also point to the fact that these resources have not<br />

been put to maximum use to support appropriately the growth and development <strong>of</strong> the study<br />

area Hence, the need for the derivation <strong>of</strong> a model that would respond accordingly to<br />

SWOT analyses, for effective utilisation <strong>of</strong> the local resources to advance local<br />

developmental agendas.<br />

Stage 7: Formulation <strong>of</strong>strategies<br />

This study proposes an environment-based strategic option in the main and it justifies this<br />

strategic path for purposes <strong>of</strong> adding value to the Ulundi Local Municipal and to build<br />

sustainable competitive advantage. To illustrate the some <strong>of</strong>the strategies that could enhance<br />

the economies <strong>of</strong> Ulundi, two methods are proposed: the matrix <strong>of</strong> market options and the<br />

increased product or service <strong>of</strong>technical innovations.<br />
