Pursuant to the levels <strong>of</strong> efficiency <strong>of</strong> various variables within the study area, respondents<br />

were asked to express their views on the pr<strong>of</strong>iciency levels <strong>of</strong> information technology<br />

personnel in the area Shown in Table 6.32, is the level <strong>of</strong> pr<strong>of</strong>iciency <strong>of</strong> persons using<br />

information technology for productivity.<br />

About (71 %) <strong>of</strong> responses indicated a poor level <strong>of</strong> pr<strong>of</strong>iciency <strong>of</strong> persons using information<br />

technology in the study area Approximately 15% knew little or nothing about the subject<br />

under discussion. About 11 % felt that the standard was good. Meanwhile, the remaining 1%<br />

and 2% saw it as very good and excellent respectively.<br />

In vIew <strong>of</strong> the above findings, the study concludes that stakeholders (e.g., some local<br />

municipal workers and management, resourced household heads, politicians, local traditional<br />

leaders, and business community) perceive that the existing institutional structures and<br />

decision-making machinery are generally inefficient and less effective in the study area.<br />

Given this negative situation, the local economic development <strong>of</strong> Ulundi would be affected<br />

negatively.<br />
