The nature and levels <strong>of</strong> performance assessment and service delivery are some <strong>of</strong> the<br />

important mechanisms for stimulating situational and local economic development in any<br />

spatial environment. Accordingly, the respondents were required to comment on the<br />

performance targets in the municipality. The lOP document provides a framework <strong>of</strong><br />

performance targets <strong>of</strong> the municipality for public scrutiny. Table 6.33 seeks to interrogate<br />

the performance targets in order to monitor and manage productivity and service delivery in<br />

the municipality. Only 12% affirmed that performance targets exist in the municipality to<br />

monitor and manage productivity and service delivery. Over 70% felt that performance<br />

targets to monitor and manage productivity and service delivery did not exist in the<br />

municipality.<br />

Meanwhile, about 17% did not know much about the existence <strong>of</strong>the performance targets in<br />

the study area Performance targets in municipalities form an integral part <strong>of</strong> the lOP<br />

exercise. The perceptions <strong>of</strong> the m'\iority (71%) <strong>of</strong> the respondents indicated the absence <strong>of</strong><br />

the performance targets with great concern. Following this finding, the first deduction is that<br />

the some <strong>of</strong> the respondents are not active participants <strong>of</strong> the lOP process; and the second<br />

likelihood is that there is lack <strong>of</strong> communication between the municipal management and the<br />

municipal workers on matters <strong>of</strong> performance targets. The study finds that there is limited<br />

communication on the question <strong>of</strong> performance targets and that would compromise the<br />

situational and local economic development <strong>of</strong> Ulundi Local Municipality.<br />

Similar to the analyses given above on the existence <strong>of</strong> performance targets in the<br />

municipality [Refer to Table 6.33], respondents were asked to express their views on the<br />

efficiency and effectiveness <strong>of</strong> the performance management system in the study area. As<br />
