namely, the concentric, the sector, multiple nuclei models as postulated by Burgess, Hoy!, and<br />

Harris and Ullman respectively are also presented. Among the issues deliberated in this<br />

section are the approach, roles and responsibilities <strong>of</strong> the United Nations Capital<br />

Development Fund (UNCDF) towards local development.<br />

Chapter three establishes the dynamics <strong>of</strong> development (in terms <strong>of</strong> political, demographic,<br />

and other variables). Politics has a tremendous effect on development. People have political<br />

power over development if people become owners <strong>of</strong> development and make political<br />

decisions about development action and funding. Negative demographic patterns such as fast<br />

population growth rate, a very young age structure and crowding have a direct negative effect<br />

on the poverty situation and at the same time they make it more difficult to initiate<br />

development efforts. Other variable factors like culture, tradition, economic and<br />

psychological environments are also reviewed in this chapter. The economic and political<br />

relationships that underpin the dynamics between urban and rural areas are also discussed.<br />

Chapter four gives an overview <strong>of</strong> the physical setting <strong>of</strong>the study, with a view to indicating<br />

the spatial and local parameters and attributes that play a significant role in influencing<br />

planning and development in the study area. Chapter five primarily indicates the methodology<br />

<strong>of</strong> collecting, analysing and interpreting data and information in the study area. Diverse data<br />

sampling techniques, data collection and statistical analysis are presented and explained in<br />

this chapter.<br />

Chapter six is specifically devoted to the analysis and interpretation <strong>of</strong> the data collected.<br />

With the help <strong>of</strong> statistical techniques the data is analysed and inferences made from the<br />

outcomes <strong>of</strong>the analysis. Finally, chapter seven makes an attempt to summarise and integrate<br />

the findings <strong>of</strong> the study. Recommendations <strong>of</strong> the study are then presented based on<br />

judgements that have emerged from earlier analyses.<br />

1.7 CONCLUSION<br />

The uneven spatial distribution <strong>of</strong> capacity, resources and development prospects raIses<br />

challenges on the constitutional mandate <strong>of</strong> municipalities to make their places attractive to<br />
