About 77% <strong>of</strong> respondents did not have knowledge about the factors undermining financial<br />

discipline in the study area. However, the following reasons were obtained as setbacks from<br />

respondents: corruption (61%), mismanagement (29.7%), poor planning (42%) unequal<br />

political representation (21 %), lack <strong>of</strong> transparency (9%), unemployment (6%) and non­<br />

payment <strong>of</strong>services by residents (10%). The chief financial <strong>of</strong>ficer has been suspended for<br />

further investigations into his possible involvement in financial irregularities.<br />

Respondents were required to comment on the perceived level <strong>of</strong> the adequacy <strong>of</strong><br />

infrastructural facilities. Table 6.30 describes whether the infrastructural facilities are<br />

adequate enough in ensuring sustainable development in the study area. Approximately 13%<br />

<strong>of</strong> respondents affirmed an adequate level <strong>of</strong> infrastructural facilities in ensuring sustainable<br />

growth and development <strong>of</strong> Ulundi. Meanwhile most responses (72%) saw the existing<br />

infrastructural facilities as inadequate to promote sustainable local economic development.<br />

However, about 15% felt that they had little or no insight into the subject matter.<br />

The rates <strong>of</strong> non-payment for municipal servIces and facilities to the Ulundi Local<br />

Municipality by users were 62% and 61 % for 2005 and 2006 respectively. Currently, over<br />

60% <strong>of</strong> households are owing the municipality and most <strong>of</strong> them are nat regular in settling<br />

their municipal bills (Mhlongo, Pers. Comm., Tuesday, 24-12-2007). The Ulundi municipal<br />

management has the feeling that the ageing infrastructure leads to diminished service delivery<br />

and may worsen in years to come unless the trend <strong>of</strong>no payment is reversed. The council has<br />

given serious consideration to the approval and implementation <strong>of</strong> a proper debt collection<br />
