A significant amount <strong>of</strong> financial resources for the implementation <strong>of</strong>projects lie with sector<br />

departments. The lOP provides guidance to sector departments as to where their services are<br />

required and hence where to allocate resources at local government level. By participating in<br />

the integrated development planning process, sector departments ensure an alignment<br />

between their programmes and those <strong>of</strong> municipalities. The lOP serves as a guide to the<br />

private sector in making decisions with regard to areas and sectors in which to invest, and<br />

allow a coordinated local policy.<br />

3.2.2.7 IDP implementation cycle<br />

lOP implementation generally occurs in a cycle, which is made up <strong>of</strong> four stages shown in<br />

Figure 3.1. During the planning stage, performance indicators are formulated to monitor<br />

implementation and its impact. The outcome <strong>of</strong> monitoring sometimes results in the<br />

adjustment <strong>of</strong> the plan and the implementation programme. Once the lOP has been<br />

completed, it has to be submitted to the municipal council for consideration and approval.<br />

The council must consider that the lOP identifies the issues that affect the area and the extent<br />

to which the strategies and projects will contribute to addressing the problems.<br />
