and objectives. Are they realistic? Do they need modification? Ifchanges are needed in the<br />
organisation' overall direction, this is where they are likely to originate. On the other hand, if<br />
no changes are necessary, management is ready to begin the actual fonnulation <strong>of</strong> strategies<br />
(Robbins, 2001; www.swot-analysis.com.2oo8).<br />
This research considers that the exercise <strong>of</strong>SWOT analysis <strong>of</strong>the Ulundi local municipality is<br />
fundamental to the determination <strong>of</strong>an appropriate developmental strategy to turn around the<br />
economy <strong>of</strong>the study area This approach is informed by the existing strengths, weaknesses,<br />
opportunities and threats in Ulundi. On the basis <strong>of</strong> this analysis, the local economic<br />
development strategy adopted will be relevant in responding to the array <strong>of</strong>needs documented<br />
in the \DP process in the study area.<br />
The LED regeneration study fonns part <strong>of</strong>the \DP. The LED tool kit should be used from the<br />
preliminary steps <strong>of</strong>the lOP, which include (Local Economic Development, 2001):<br />
• An assessment <strong>of</strong>the current situation in the municipal area<br />
• An assessment <strong>of</strong>the needs <strong>of</strong>the community.<br />
• The prioritisation <strong>of</strong>the needs and setting <strong>of</strong>goals to meet those needs.<br />
The \DP process is the single, inclusive planning process within which other processes must<br />
be located. LED must be fully integrated within the \DP. Indeed, if a municipality is<br />
responding to local development problems, it needs to establish a clear vision and objectives<br />
to tackle these issues. The entire working <strong>of</strong> the municipality will need to become more<br />
integrated and more focused on developmental outcomes.<br />
3.2.2.3 The IDP process<br />
The first step in the planning process is the drawing up <strong>of</strong> an \DP process plan. This will<br />
ensure proper management <strong>of</strong> the planning process and requires close coordination between<br />
those responsible for \DP, and those responsible for the LED in a municipality. The district<br />
council in consultation with its local municipalities must adopt a framework for integrated<br />
development planning (Local Economic Development, 200 I):<br />
• To detennine procedures for coordination, consultation and alignment between the<br />
district and the local municipaEties and therefore bind them together.<br />
