THE ROLE OF REGIONAL GOVERNMENT
IN HEALTH PROMOTION
Empirical data shows that early diagnosis of diseases significantly increases
treatment possibilities and enhances therapeutic outcomes as well
as quality of life. Regional government can have a major role in improving
quality of life by promoting healthier lifestyles, preventive diagnostics and
creating “better standards in health care”.
Political circumstances play crucial role in significance and position of
health care in individual counties. Bearing in mind that the regional government
is managing budgetary resources, it is of great importance that the
ruling party’s officials understand the relevance of health care.
In this paper we will show how the regional government can play a
vital role in health promotion through the example of Primorje-Gorski
Kotar County in which health promotion is carried out through numerous
programs, projects, donations, and in association with different NGOs promotes
health, but is also directly active in promoting health by co-funding
different clinics.

ANATOMIJA BIOPOLITIKE KAO MOĆI NAD GOLIM
ŽIVOTOM: KRAJ POLITIČKOG I TRAGEDIJA BIOSA
Izlaganje se bavi pokušajem kasnog Foucaulta da ocrta bitno drugačiju
paradigmu socijalne dinamike unutar postindustrijskog društva kasne
moderne. Foucault prikazuje konstelaciju odnosa u kojoj je moć znanstveno-tehnologijske
proizvodnje i manipulacije života izrodila razdoblje postpolitike,
odnosno biopolitike.
Tradicionalno shvaćena (Aristotel), politika se razumije kao topos artikulacije
pluralnosti interesa i odluka bitno podložnih izboru ili kao umijeće
mogućeg pri uređenju ljudske zajednice. Biopolitika pak, s druge strane,
jest oblik post-politike koji se odlikuje automatizmom, formalizmom, a
u stanju post-ideološkog neoliberalnog konsenzusa kriterij odlučivanja je
vođen isključivo efikasnošću i tržišnom profitabilnošću.
