21. stoljeću, kad je svijet globaliziran i granice više ne predstavljaju ozbiljnije<br />
prepreke, takav način osiguranja sigurnosti više nije poželjan. James<br />
Stavridis u svom govoru u Edinburgu 2012. godine kaže: »Zidovi ne<br />
funkcioniraju. (…) Umjesto zidova, za stvaranje sigurnosti trebamo graditi<br />
mostove.« U 21. stoljeću sigurnost bi se trebala ostvarivati suradnjom država,<br />
sigurnosnih agencija, te povezivanjem javnog i privatnog. Time bi se<br />
gradili prijateljski odnosi među državama i postizali čvršći i dugotrajniji<br />
sigurnosni rezultati.<br />
NATIONAL SECURITY IN THE 21st CENTURY<br />
A constitution of every living being is such that it acts in the function of<br />
its own security. The same goes for communities. Without security there is<br />
neither subsistence nor progress; threats are constant and unforeseen. Certain<br />
authors claim that security is one of the most commonly used terms,<br />
but also one of the least explained ones. Siniša Tatalović says that the term<br />
security has to be understood in relation to a certain period, and concrete<br />
region, taking into consideration their specificities. Up until the 20th century<br />
security was based on forming a strong army, and “building walls”.<br />
In the 21st century, when the world is globalized and borders no longer<br />
present significant obstacles, the 20th century tools for building security<br />
no longer work. James Stavridis, in his speech in Edinburgh in 2012, said:<br />
“Walls don’t work. (…) Instead of building walls to create security, we<br />
need to build bridges.” In the 21st century security should be accomplished<br />
through combining international, interagency, private and public. In this<br />
way friendly relations between countries would be established and much<br />
firmer and longer-lasting security effects would be accomplished.<br />
