AKTIVNE MJERE ZAPOŠLJAVANJA I RADNIČKA PRAVA
U KONTEKSTU BIOPOLITIKE
U skladu sa Zajedničkim memorandumom o prioritetima politika zapošljavanja
i Zakonom za poticanje zapošljavanja Hrvatski zavod za zapošljavanje
(HZZ) do 2011. godine provodio je niz mjera kojima se pokušalo
olakšati zapošljavanje. Rad sagledava aktivne mjere zapošljavanja u kontekstu
biopolitike i posljedica koje one imaju na svakodnevicu nezaposlenih,
odnosno zaposlenih prema mjerama HZZ-a. Osim biopolitičkih
dimenzija rad sagledava i restrukturiranje radničkih prava eksplicirano u
mjerama, što dovodi do repozicioniranja odnosa moći nezaposlenih, zaposlenih,
poslodavaca i države.
ACTIVE MEASURES OF EMPLOYMENT AND WORKER’S
RIGHTS IN THE CONTEXT OF BIOPOLITICS
For the last two years the Croatian Employment Service (HZZ) has
been putting in several employment measures according to the Joint Assessment
of the Employment Policy Priorities of the Republic of Croatia
(JAP) and the Employment Promotion Act in hope to facilitate employment.
This case study exams active measures of employment in context of
biopolitics and repercussions on the everyday life of the unemployed and
employed by the active measures. With that in mind, the worker’s rights
must also be tested for they have been restructured by the notion of active
measures which facilitate employment from employers’ standpoint. Therefore
power relations between unemployed, employed, employers and the
state have been repositioned and present a new biopolitical context that is
examined in this case study.
