1. We believe that NHCT must be supported as the lead organisation responsible for coordinating<br />

an effective public safety strategy for <strong>Carnival</strong>. We therefore recommend:<br />

a. That resources be made available to enable NHCT to appoint a risk assessment officer.<br />

b. The short-term secondment of staff from the GLA and its functional bodies to NHCT in<br />

order to supplement the organisation’s existing staffing structure. Secondments should<br />

commence as soon as possible and continue until September 2001.<br />

2. We recommend that the GLA work with NHCT to develop an urgent <strong>Carnival</strong> communications<br />

strategy to include residents, stakeholder organisations, <strong>Carnival</strong> participants and the media.<br />

This strategy must ensure that:<br />

a. There is a pre-carnival publicity campaign, which emphasises the public safety profile of<br />

the event with the message that those visiting <strong>Carnival</strong> with the intention of committing<br />

crime will be caught and punished.<br />

b. A general appeal is made to the public to assist and work together with the police in the<br />

interests of public safety.<br />

Route Management & Stewarding<br />

3. We believe that the distinct, but complimentary roles of stewarding and route management<br />

must be maintained and that a lack of available resources has meant that the level and<br />

standard of both has suffered. Effective crowd management is an essential feature of any<br />

public safety strategy and we therefore recommend that:<br />

a. Immediate steps be taken by the current funders of NHCT to make additional resources<br />

available in order to significantly increase the number of route marshals and stewards that<br />

will be recruited, trained and deployed for <strong>Carnival</strong> 2001. This will ensure that police<br />

officers are able to address their strategic priorities of crime detection and prevention.<br />

b. NHCT work with the MPS in order to:<br />

i. Integrate route marshals and stewards into the MPS’ strategic plan for <strong>Carnival</strong>,<br />

together with the development and implementation of a strategy to ensure effective<br />

co-ordination and communication between all parties.<br />

ii. Introduce a new training programme for stewards and route marshals reflecting the<br />

festival’s co-ordinated approach to crowd management and public safety.<br />

<strong>Carnival</strong> Route and Location<br />

4. In order to reduce congestion on the route and facilitate completion by competition<br />

bands/floats, it is our recommendation that:<br />
