The location of safety zones/sterile areas is<br />

determined by the MPS in consultation with<br />

the emergency services.<br />

The location of police barriers is solely the<br />

responsibility of the MPS.<br />

TRAFIC MANAGEMENT ORDERS<br />

Critical to delineating the <strong>Carnival</strong> route and<br />

area. The local authorities are responsible<br />

for issuing the Temporary Traffic<br />

Management Orders necessary to close roads<br />

in the <strong>Carnival</strong> area. Officers also conduct<br />

pre-event inspections of the carriageway and<br />

footpath, initiating any relevant repairs.<br />

CROWD MANAGEMENT/<br />

PEDESTRIAN MOVEMENT<br />

The principal agency responsible for crowd<br />

control and pedestrian movement are the<br />

MPS (BTP and LUL are responsible for crowd<br />

management and movement within and<br />

directly outside tube stations). Although the<br />

<strong>Carnival</strong> organiser has historically deployed<br />

stewards over the two days of <strong>Carnival</strong>, their<br />

numbers are insufficient to have any real<br />

impact on crowd movement and control.<br />

STEWARDS<br />

Historically, the <strong>Carnival</strong> organiser has<br />

provided 200 stewards at <strong>Carnival</strong>. With<br />

additional funding from the GLA, this was<br />

increased in 2001, 2002 and 2003. The<br />

<strong>Carnival</strong> bands also provide volunteer ‘band<br />

stewards’ to assist bands to travel around the<br />
