7. In relation to the content of <strong>Carnival</strong> and its activities, it is our recommendation to NHCT that<br />

the activities organised on the two days of <strong>Carnival</strong> be viewed in conjunction with the need to<br />

prioritise public safety. To this end, we believe that:<br />

a. Priority should be given to those <strong>Carnival</strong> activities and artforms, which reflect traditional<br />

Caribbean culture.<br />

b. Sunday should be returned to the traditional practice of being “Children’s Day” and that<br />

this must be reflected in a reduction in the number and type of sound systems (both<br />

static and mobile) and the number of commercial floats.<br />

Provision of Facilities, Communication & Signage<br />

8. Evidence suggests that crowd movement and congestion can be significantly improved if<br />

visitors to <strong>Carnival</strong> are given appropriate information together with increased and adequate<br />

signage. To this end, it is our recommendation that additional resources be made available<br />

by funding bodies in order to:<br />

a. Establish information booths outside underground stations and other key locations.<br />

b. Ensure that key <strong>Carnival</strong> facilities such as toilets and first aid areas are clearly defined and<br />

signposted.<br />

c. Establish a communications and media subcommittee of NHCT to develop a positive<br />

public relations campaign for <strong>Carnival</strong>.<br />

9. We welcome and agree with the creative communications ideas put forward by RBKC and<br />

WCC (i.e. the use of large video screens to show key <strong>Carnival</strong> moments; the use of banners,<br />

totem poles etc). We also believe that part of the cost of this increased signage can be met<br />

through the development of sponsorship and cross promotion strategies with private<br />

companies and public sector bodies.<br />

10. We agree with the submissions and recommendations of RBKC, WCC and MPS that <strong>Carnival</strong> is<br />

no longer a local event, but rather must be viewed as a festival that benefits the whole of<br />

London. We therefore recommend that funding bodies make the necessary resources<br />

available to:<br />

a. Increase the number of toilet facilities.<br />

b. Increase the number of mobile CCTVs in familiar “hot spot” areas.<br />

c. Increase the number of barriers being used at critical locations along the <strong>Carnival</strong> route.<br />

d. Ensure that food safety regulations are adequately enforced by providing additional<br />

environmental health officers over the <strong>Carnival</strong> weekend.<br />

11. The work and adequate resourcing of the St. John Ambulance treatment centres are an<br />

essential and integral part of <strong>Carnival</strong>’s public safety strategy. We therefore recommend that<br />

the NHS London Region consider supporting the St. John Ambulance operation by making<br />

additional resources available to purchase more first aid equipment.<br />
