12. We believe that the duty to ensure the safety of the public as they travel to and from <strong>Carnival</strong><br />
must be of paramount importance. We are therefore entirely convinced of the need to<br />
provide an enhanced weekday service on bus routes, underground and surface train stations<br />
located in and around <strong>Carnival</strong> area over the August Bank Holiday weekend. It is our<br />
recommendation that:<br />
a. A <strong>Carnival</strong> transport committee, made up of representatives from LUL, TfL, BTP, NHCT<br />
and MPS and tasked with the responsibility of developing an improved transport strategy<br />
for <strong>Carnival</strong> be established.<br />
b. BTP and LUL are integrated into the operational planning process for <strong>Carnival</strong>.<br />
The Role of Central Government<br />
14. We believe that the <strong>Notting</strong> <strong>Hill</strong> <strong>Carnival</strong> is an event of major national and international<br />
significance. It is the largest expression of multiculturalism in the United Kingdom today and<br />
has done much to bring communities together. This work continues and as such, we believe<br />
that central government support in the areas of i) public safety and policing and ii) cultural<br />
and artistic content must be a priority. To this end, we recommend that:<br />
a. The Home Office considers making additional funds available to <strong>Carnival</strong> via the MPA for<br />
policing and public safety.<br />
b. The DETR considers making additional funds available for the <strong>Carnival</strong> clean-up operation<br />
and transport plan.<br />
c. The DCMS considers making additional funds available to <strong>Carnival</strong> via ACE and LA as part<br />
of its effort to promote social inclusion.<br />
15. Since the priority of this Interim Report is to ensure that significant changes are made to<br />
<strong>Carnival</strong> 2001, we believe that the implications of these recommendations must be the<br />
subject of immediate discussions between the GLA, its functional bodies and key<br />
stakeholders with a view to securing both the political commitment and additional resources<br />
required to implement these recommendations.<br />
