Seizures of Illegal alcohol are pursued jointly<br />

by the MPS and the local authorities. The<br />

licensing of bar sites is the responsibility of<br />

the local authorities.<br />

LIVE STAGES<br />

Although there were no live stages at<br />

<strong>Carnival</strong> 2001 and 2002, it is RBKC officers<br />

who determine whether a space will be made<br />

available for the purpose of erecting a live<br />

stage. A separate event plan/proposal must<br />

be submitted for approval. In order to raise<br />

additional funds, the <strong>Carnival</strong> organiser has<br />

historically ‘franchised’ spaces to commercial<br />

organisations (eg. BBC Radio 1). Once this<br />

is done, liaison takes place directly with the<br />

local authority. In 2003 a small ‘world music’<br />

stage was erected at the <strong>Carnival</strong>.<br />

CLOSING DOWN TIME<br />

Close Down is achieved in two phases: all<br />

static sound systems are switched off by<br />

7pm. The British Association of Sound<br />

Systems (BASS) regulates the licensed sound<br />

system sites and the MPS and the local<br />

authorities enforce the close down. In<br />

theory, the rest of the <strong>Carnival</strong> activities<br />

(judging, floats stalls etc) are meant to close<br />

down by 9pm. This was achieved for the<br />

first time in 2003, with the creation of a<br />

‘judging zone’ at the start of the route.<br />

SAFETY GROUP<br />

Apart from the <strong>Carnival</strong> bands, all other<br />

organisations attend the Operational<br />

Planning and Safety Group (OPSG).<br />
