2.9.5 London Buses (TfL) is principally responsible for continuity and safe running of bus<br />
services to and from the area. To help them discharge their duties they attend the<br />
regular Operational & Safety Planning Group meetings from time to time.<br />
2.9.6 London Underground Limited is principally responsible for continuity and safe running<br />
of the underground train services to and from the area and for the management of<br />
pedestrian movement within LUL property. To help them discharge their duties they<br />
attend the regular Operational & Safety Planning Group meetings.<br />
2.9.7 Transport for London (TfL) have strategic overview of all transport in Greater London.<br />
No TfL managed roads are used for <strong>Carnival</strong>, though some are affected and <strong>Carnival</strong>’s<br />
affect on the transport system spreads by road to Barnet in the north and Hammersmith<br />
& Fulham in the west and all the major interchange rail and bus stations. They have no<br />
direct responsibility for public safety at <strong>Carnival</strong> (other than through agent departments<br />
above), but contribute to signage. They could have a liability if these direct the public<br />
in the wrong direction or set up a conflict with existing signage. As part of their<br />
strategic role for the capital and to assess the impact of <strong>Carnival</strong> on the transport<br />
network, to help them discharge their duties they attend the regular Operational &<br />
Safety Planning Group meetings with the statutory authorities.<br />
2.9.8 London Ambulance Service is principally responsible for: co-ordination of First Aid<br />
facilities (principally St. John Ambulance); contingency planning for hospital services;<br />
and any request through the emergency (‘999’) response service. To help them<br />
discharge their duties they attend the regular Operational & Safety Planning Group<br />
meetings.<br />
2.9.9 St John’s Ambulance Service is principally responsible for First Aid services on site, they<br />
co-ordinate their on site activities through LAS to ensure continuity of patient care off<br />
site. To help them discharge their duties they attend the regular Operational & Safety<br />
Planning Group meetings.<br />
2.9.10 London Fire and Emergency Planning Service is principally responsible for: ensuring<br />
that its Operational Response service delivery standards are maintained; ensuring that<br />
its Operational Planning service delivery standards are maintained; and providing Fire<br />
Safety strategies (including on the day inspections of trading pitches). To help them<br />
discharge their duties they attend the regular Operational & Safety Planning Group<br />
meetings. 49<br />
2.10 In 1997 and 1998, Professor Jonathan Rosenhead and Tom Horlick-Jones of the Department<br />
of Operational Research at the London School of Economics and Political Science (LSE)<br />
undertook a detailed study of the <strong>Carnival</strong> planning and decision-making process. In their<br />
resulting report 50 , they provide a useful overview and analysis of the public safety planning and<br />
decision-making process:<br />
