In theory, only bands that have been<br />

provided with permits by the event organiser<br />

are allowed entry into the <strong>Carnival</strong> area. In<br />

many cases, the fact that a band has not<br />

applied to take part in <strong>Carnival</strong> or been given<br />

a permit does not necessarily preclude a<br />

band from participating at the <strong>Carnival</strong>.<br />

VEHICLE (FLOAT) NUMBERS<br />

The number of vehicles (floats) on the<br />

<strong>Carnival</strong> route has been a pressing issue for<br />

the statutory agencies who argue that there<br />

are far too many vehicles on the road to<br />

ensure that all bands are judged before the<br />

Close Down time. Although the <strong>Carnival</strong><br />

organiser has set a limit of two vehicles (one<br />

float and one support vehicle) per band, it is<br />

in reality unable to enforce this despite the<br />

introduction of a permit system.<br />

SOUND SYSTEM SITES<br />

The MPS and local authorities ultimately<br />

determine the location of sound system sites.<br />

Local authority officers who are responsible<br />

for issuing the permits carry out site<br />

inspections.<br />

LICENSED STALL<br />

HOLDERS/TRADERS<br />

The local authorities are responsible for<br />

issuing street trading licenses to all the<br />

<strong>Carnival</strong> stallholders and traders. MPS and<br />

LFEPA also contribute to joint stallholder<br />

briefing sessions and officers inspect stalls<br />

during the event to ensure that license<br />

conditions are being met.<br />
