organisation responsible for raising the<br />
majority of the sponsorship for <strong>Carnival</strong>.<br />

PROCESSIONAL ROUTE<br />
The circular route was originally introduced<br />
in 1988 by the MPS. The Current ‘U’ shaped<br />
route was proposed by the local authorities<br />
and endorsed by the MPS in 2002..<br />
<br />
ROUTE ACCESS<br />
Although the event organiser has historically<br />
been responsible for issuing access permits<br />
to the route, the local authorities took over<br />
this responsibility in 2002. The police can<br />
also override pre-determined entry and exits<br />
points. Finally, the decision as to which<br />
entry/exit point is used by which band is left<br />
solely to the discretion of the band itself.<br />

CARNIVAL AREA &<br />
SECTORISATION<br />
Since the determination of the route also<br />
delineates the ‘<strong>Carnival</strong> Area’, it appears that<br />
the MPS and the local authorities are<br />
responsible for this. Also, the division of the<br />
<strong>Carnival</strong> Area into ‘sectors’ appears to be<br />
part of the <strong>Carnival</strong> policing strategy.<br />

PEDESTRIAN ZONES<br />
Again, this is determined by the MPS as part<br />
of their <strong>Carnival</strong> policing strategy. The local<br />
authorities are responsible for making the<br />
necessary orders.<br />
