Crime at <strong>Carnival</strong><br />
2.28 Making safe arrests of armed or violent people, whether individuals or in gangs, in the middle<br />
of a crowd presents severe tactical challenges for the policing operation. The following table<br />
provides a statistical summary of crime levels at the <strong>Notting</strong> <strong>Hill</strong> <strong>Carnival</strong> since 1997. The<br />
murders of two young men in 2000 served to highlight the significant rise in the number of<br />
arrests and reported crimes committed at the <strong>Carnival</strong>.<br />

2.29 The <strong>Review</strong> Group’s interim report and recommendations led to increased support for the<br />
<strong>Carnival</strong> in terms of police resources. A pre-<strong>Carnival</strong> Intelligence Team was established as part<br />
of the MPS response to reduce and minimise the opportunity for crime in 2001. This team<br />
was tasked with gathering quality information and intelligence in order to identify and, where<br />
possible, arrest suspects intending to commit significant criminal acts during <strong>Carnival</strong>. In total,<br />
24 pre-<strong>Carnival</strong> arrests were made, including four suspects in possession of a semi-automatic<br />
shotgun, ammunition and gloves. An additional 1,000 officers were specifically tasked with<br />
targeting offenders at known crime hotspots within the <strong>Carnival</strong> area. These extra officers<br />
patrolled the periphery of the <strong>Carnival</strong> area with the aim of responding to intelligence and<br />
disrupting potential criminals before they reached the congested <strong>Carnival</strong> area. High visibility<br />
policing saw a significant increase in the cost of uniformed officers – the total cost for 2001<br />
was £5.6 million, representing a 65 per cent increase on <strong>Carnival</strong> 2000. This cost also included<br />
