First and only edition of this rare proposal for an <strong>in</strong>novative Wre <strong>in</strong>surance<br />

scheme. Fezer beg<strong>in</strong>s with an analysis of exist<strong>in</strong>g Wre <strong>in</strong>surance schemes.<br />

He rejects all of them, because they either distribute the <strong>in</strong>surance burden<br />

too unevenly, encourage risky behaviour of those who have <strong>in</strong>surance, or<br />

<strong>in</strong>crease the damage done by major Wres. Instead he proposes a comb<strong>in</strong>ed<br />

scheme, which <strong>in</strong>sists on a Wxed base capital of the <strong>in</strong>surance company,<br />

with the provision that this base capital may never be used up completely,<br />

and Wnally the payment of <strong>in</strong>surance excess for every claim, to encourage<br />

responsible behaviour by the claimants.<br />

Fezer encourages compulsory <strong>in</strong>surance, and ma<strong>in</strong>ta<strong>in</strong>s the capital can<br />

be built up through small regular contributions, and supplemented by<br />

property and similar taxes. In eVect the <strong>in</strong>surance should work like a bank,<br />

where the deposited funds may be utilised before their due date. In his<br />

contrib utions he <strong>in</strong>cludes extensive details of other <strong>in</strong>surance schemes, both<br />

<strong>in</strong> Germany and abroad.<br />
