Founding Charter of the Vienna Bourse – No Women Traders 70 [LAW – VIENNA BOURSE – BÖRSENPATENT.] Wir Maria Theresia von Gottes Gnaden Römische Kaiserinn... Es soll in Unserer K.K. Haupt- und Residenz-Stadt Wien vom 1. nachst künftigen Monats September anzufangen, eine öVentlich Börse errichtet, diese duch einen eigends anzustellenden Kaiserl. Königl Commissarium ordentlich eröVnet. Vienna, 1. August 1771. £950 Folio, pp. 12, folded, unbound. First edition of the founding document of the Vienna bourse. The Vienna bourse was founded in the reign of Empress Maria Theresia for the express purpose of providing a market of government issued bonds. Apparently there had been an initial inquiry in 1761, which led to the issue of this Börsenpatent on August 1, 1771. In thirty-one separate chapters the rules of the bourse are outlined. This includes regular opening hours, a military guard, an express ban on women traders, all bond and stock dealings to be executed at the bourse alone, and only by listed traders (Sensalen). The traders were subject to stringent restrictions, to avoid ‘insider trading’ or other Wnancial irregularities: they were not allowed to work for individual customers, may not accept payments, may not deal on their own account, may not accept work oVers from trading Wrms, and may be suspended. A speciWc feature of the Vienna Bourse was that right from the beginning it was under the control of a government appointed oYcial. First edition in English, abridged of Pierre Le Gallois’ Traité de plus belles Bibliothèques de l’Europe, (1680). Le Gallois presents a virtual tour of libraries around Europe and beyond, pointing out their history, highlights in their holdings, and other notable information. The early chapters, covering Hebrew, Egyptian, Phoenician, Greek and Roman libraries amongst others, are more historical, and give general information on book collecting and libraries. The later sections on ‘modern’ libraries cover in individual chapters both private and public libraries in the Nordic countries, Flanders and Holland, Germany, France, Italy and especially the Vatican, Spain, but also extend beyond Europe and cover China, Japan, Ethiopia, and Turkey (both Mohamedan and Christian libraries). As Le Gallois writes in the preface, the purpose of the publication is two-fold, on the one hand he wants to draw attention to famous collections, at the same time he wants to provide a service to travelling individuals. Le Gallois concludes with some advice on book collecting and the choice of books in general. He does not come down speciWcally on either side of the debate of small choice collections versus large comprehensive libraries, but maintains that it depends on circumstance and research needs. ‘In the choice of books regard must be had to the Edition, Character, Paper, and Binding’ ... as for price, he mocks those, who choose items just for their ‘exorbitant price’. Are State-run Lotteries Illegal or Just Immoral? 72 [LOTTERY.] Ueber die Rechtmässigkeit der Lotterien, insbesonderheit der Zahlenlotterien. Ein pro und contra vom Hrn. Geh. Justizrath Pütter und von einem Ungenannten. 1781. £680 8vo, pp. 76, with two printed folding tables; Wnal table browned due to paper quality, else clean; contemporary green boards, spine label, remains of shelf-mark to foot of spine, spine a little rubbed and discoloured, a good copy. First edition of this response to Pütter’s contribution on the legality of lotteries, a brief pamphlet published the year before. The anonymous author basically reprints Pütter’s original, with an extensive running commentary. He maintains that Pütter had only cited all the arguments against lotteries, rather than giving a balanced view, even though he does agree with the general rejection of lotteries on moral grounds. The debate had been caused by the spreading of the ‘Lotto di Genova’ all over Europe, introduced and sanctioned by the governments, and open to all, oVering a chance of life-changing winnings to the general public and not just the rich. By the second half of the century concern about the supposed excessive earnings of the ‘entrepreneurs’ who were running the lotteries increased.
