First edition of the found<strong>in</strong>g document of the Vienna bourse. The Vienna<br />
bourse was founded <strong>in</strong> the reign of Empress Maria Theresia for the express<br />
purpose of provid<strong>in</strong>g a market of government issued bonds. Apparently<br />
there had been an <strong>in</strong>itial <strong>in</strong>quiry <strong>in</strong> 1761, which led to the issue of this<br />
Börsenpatent on August 1, 1771. In thirty-one separate chapters the rules<br />
of the bourse are outl<strong>in</strong>ed. This <strong>in</strong>cludes regular open<strong>in</strong>g hours, a military<br />
guard, an express ban on women traders, all bond and stock deal<strong>in</strong>gs to<br />
be executed at the bourse alone, and only by listed traders (Sensalen). The<br />
traders were subject to str<strong>in</strong>gent restrictions, to avoid ‘<strong>in</strong>sider trad<strong>in</strong>g’ or<br />
other Wnancial irregularities: they were not allowed to work for <strong>in</strong>dividual<br />
customers, may not accept payments, may not deal on their own account,<br />
may not accept work oVers from trad<strong>in</strong>g Wrms, and may be suspended.<br />
A speciWc feature of the Vienna Bourse was that right from the beg<strong>in</strong>n<strong>in</strong>g<br />
it was under the control of a government appo<strong>in</strong>ted oYcial. The ma<strong>in</strong><br />
purpose of the bourse was the restriction of usurious <strong>in</strong>terest rates and<br />
monopolies.<br />
