today the lead<strong>in</strong>g French publisher of school and university textbooks.<br />
Specialist technical education <strong>in</strong> France had grown out of the Écoles des<br />
M<strong>in</strong>es and the École des Arts et Metiers, but only at the beg<strong>in</strong>n<strong>in</strong>g of the n<strong>in</strong>eteenth<br />
century <strong>in</strong>dustrial advances changed the system more fundamentally.<br />
Follow<strong>in</strong>g the suggestions of Dup<strong>in</strong>, who had travelled <strong>in</strong> England and<br />
made numerous proposals on the reform of technical education, a major<br />
reform was <strong>in</strong>stituted <strong>in</strong> 1827, when comb<strong>in</strong>ed practical and theoretical<br />
education was proposed. This <strong>in</strong>cluded physics and chemistry. The revolution<br />
of 1830 slowed down development aga<strong>in</strong>, and it was not until the late<br />
1830s that <strong>in</strong>dustrial education was fully <strong>in</strong>cluded <strong>in</strong> basic tra<strong>in</strong><strong>in</strong>g and not<br />
reserved for specialist schools.<br />

First edition of Say’s rare utopia – his second book, conta<strong>in</strong><strong>in</strong>g the beg<strong>in</strong>n<strong>in</strong>gs<br />
of his economic thought. In Olbie (from olbios [Greek], mean<strong>in</strong>g happy<br />
and prosperous) Say outl<strong>in</strong>es the social objectives of political economy.<br />
‘Say’s pr<strong>in</strong>cipal means to reform behaviour was a widespread acquisition of<br />
skills through nationally organized mass education which would raise the<br />
liv<strong>in</strong>g standards of the poor. At the same time, the luxury consumption of the<br />
wealthy reduced overall <strong>in</strong>comes and employment. They should save and use<br />
their surplus <strong>in</strong>comes to Wnance <strong>in</strong>vestment <strong>in</strong> the <strong>in</strong>frastructure. A reduction<br />
<strong>in</strong> economically damag<strong>in</strong>g <strong>in</strong>equalities would be assisted by a geometrically<br />
progressive <strong>in</strong>come tax, where the state took ‘a tenth of the <strong>in</strong>crease above the<br />
last contribution’. Say ma<strong>in</strong>ta<strong>in</strong>ed that social problems and anti-social behaviour<br />
would virtually cease with improved education, reduced <strong>in</strong>equality and<br />
a complete understand<strong>in</strong>g of the full <strong>in</strong>teractions of the economy where each<br />
class contributed to the wealth of others (see Eltis, p. 457).<br />
‘Hav<strong>in</strong>g established that a good treatise on economic theory should be<br />
the major moral book for society, the author naturally looked to provide<br />
such a work for his country; Olbie anticipates the publication of the Traité<br />
d’Economie politique which was to appear four years later and thus forms<br />
part of the history of the science’ (Guillaum<strong>in</strong>, Avertissement des editeurs <strong>in</strong><br />
Oeuvres diverses, 1848).<br />
