First edition, uncommon, of RulVs’ detailed suggestion for the most opportune<br />

and economically viable organisation of correctional <strong>in</strong>stitutions,<br />

both workhouses and prisons, written <strong>in</strong> response to a prize question of<br />

the Gött<strong>in</strong>gen Royal Society. RulVs is particularly concerned with the<br />

organisation of a workhouse. He outl<strong>in</strong>es <strong>in</strong>itial requirements, which<br />

need to be met to guarantee an economically viable addition to the local<br />

community. Most importantly, whatever is produced <strong>in</strong> the workhouse<br />

should not be <strong>in</strong> competition with already exist<strong>in</strong>g manufactur<strong>in</strong>g <strong>in</strong>dustry<br />

<strong>in</strong> the area. He proclaims sp<strong>in</strong>n<strong>in</strong>g and weav<strong>in</strong>g of Xax and l<strong>in</strong>en the most<br />

promis<strong>in</strong>g branch of <strong>in</strong>dustry for use <strong>in</strong> Lower Saxony, partly because it<br />

needs little <strong>in</strong>vestment <strong>in</strong> mach<strong>in</strong>ery, secondly because the end product<br />

could be exported at a multiple of the price of the raw product, and Wnally<br />

because the <strong>in</strong>dividual eVort of the workhouse <strong>in</strong>mates would result <strong>in</strong><br />

higher productivity. RulVs <strong>in</strong>cludes detailed calculations for economical<br />

runn<strong>in</strong>g of the workhouse, with <strong>in</strong>tricate cost calculations, <strong>in</strong>clud<strong>in</strong>g<br />

build<strong>in</strong>g, subsistence costs and salaries of the foremen. In the second part<br />

he contrasts this with the runn<strong>in</strong>g of workhouses <strong>in</strong> prisons, which have to<br />

be organised <strong>in</strong> a diVerent way, partly because work here is seen as part of<br />

the punishment, whereas <strong>in</strong> the workhouse it is an opportunity.<br />

August Friedrich RulVs (1736–1800) was a government oYcial and also<br />

published on the related question of orphanages and their organisation. His<br />

very practical approach to the question is clearly visible <strong>in</strong> his detailed proposal.<br />

The work was submitted anonymously, but then Rullfs’ authorship<br />

was revealed by the Gött<strong>in</strong>gen professor and technical historian Beckmann,<br />

as outl<strong>in</strong>ed <strong>in</strong> his preface.<br />

Uncommon, a second edition was published <strong>in</strong> 1785.<br />
