First edition, uncommon, of RulVs’ detailed suggestion for the most opportune and economically viable organisation of correctional institutions, both workhouses and prisons, written in response to a prize question of the Göttingen Royal Society. RulVs is particularly concerned with the organisation of a workhouse. He outlines initial requirements, which need to be met to guarantee an economically viable addition to the local community. Most importantly, whatever is produced in the workhouse should not be in competition with already existing manufacturing industry in the area. He proclaims spinning and weaving of Xax and linen the most promising branch of industry for use in Lower Saxony, partly because it needs little investment in machinery, secondly because the end product could be exported at a multiple of the price of the raw product, and Wnally because the individual eVort of the workhouse inmates would result in higher productivity. RulVs includes detailed calculations for economical running of the workhouse, with intricate cost calculations, including building, subsistence costs and salaries of the foremen. In the second part he contrasts this with the running of workhouses in prisons, which have to be organised in a diVerent way, partly because work here is seen as part of the punishment, whereas in the workhouse it is an opportunity. August Friedrich RulVs (1736–1800) was a government oYcial and also published on the related question of orphanages and their organisation. His very practical approach to the question is clearly visible in his detailed proposal. The work was submitted anonymously, but then Rullfs’ authorship was revealed by the Göttingen professor and technical historian Beckmann, as outlined in his preface. education for primary schools. The textbook covers chemistry, physics and basic technology. It is rather appealing that it is published by Hachette, even today the leading French publisher of school and university textbooks. Specialist technical education in France had grown out of the Écoles des Mines and the École des Arts et Metiers, but only at the beginning of the nineteenth century industrial advances changed the system more fundamentally. Following the suggestions of Dupin, who had travelled in England and made numerous proposals on the reform of technical education, a major reform was instituted in 1827, when combined practical and theoretical education was proposed. This included physics and chemistry. The revolution of 1830 slowed down development again, and it was not until the late 1830s that industrial education was fully included in basic training and not reserved for specialist schools. First edition of Say’s rare utopia – his second book, containing the beginnings of his economic thought. In Olbie (from olbios [Greek], meaning happy and prosperous) Say outlines the social objectives of political economy. ‘Say’s principal means to reform behaviour was a widespread acquisition of skills through nationally organized mass education which would raise the living standards of the poor. At the same time, the luxury consumption of the wealthy reduced overall incomes and employment. They should save and use their surplus incomes to Wnance investment in the infrastructure. A reduction in economically damaging inequalities would be assisted by a geometrically progressive income tax, where the state took ‘a tenth of the increase above the last contribution’. Say maintained that social problems and anti-social behaviour would virtually cease with improved education, reduced inequality and a complete understanding of the full interactions of the economy where each class contributed to the wealth of others (see Eltis, p. 457). ‘Having established that a good treatise on economic theory should be the major moral book for society, the author naturally looked to provide such a work for his country; Olbie anticipates the publication of the Traité d’Economie politique which was to appear four years later and thus forms part of the history of the science’ (Guillaumin, Avertissement des editeurs in Oeuvres diverses, 1848).
