4. The <strong>Strategic</strong> <strong>Action</strong> <strong>Plan</strong>ning<br />

Process<br />

The process of <strong>Strategic</strong> <strong>Action</strong> <strong>Plan</strong>ning took place through the conduct of six participatory workshops<br />

including the launch workshop. The theme of the ISWM Launch workshop was the IETC-UNEP’s<br />

approach and programme on ISWM. Subsequently, each type of wastes to be considered under the<br />

ISWM plan was addressed in the thematic sessions. A Working Group comprising of a conglomerate of<br />

various stakeholders was formulated. This workshop was followed by the First Working Group<br />

Meeting on development of ISWM plan for Pune. The Working Group members have representatives<br />

from the regulatory bodies, technology providers, Non-Governmental Organizations (NGOs) working<br />

specifically in the waste related fields and citizen representatives. The basic aim for formulating such a<br />

group was to discuss and debate on the Vision, Mission, Goals and Objectives of the ISWM <strong>Plan</strong>. In<br />

order to further attend to specific waste-stream related issues, a series of consultation workshops have<br />

been organized and proposed. These involved developing a Draft Vision and Mission statement for<br />

ISWM plan, followed by the formulation of goals and objectives with a discussion on strategies that could<br />

be deployed to achieve the targets. The first consultation workshop (Workshop I) focused on the<br />

generation, segregation, 3Rs (Reduce, Reuse, Recover) and Decentralized Treatment of Municipal Solid<br />

Waste (MSW). The second workshop (Workshop II) focused on the technology provisions for Solid<br />

Waste Management. Three more workshops were held with their focus on C & D wastes, E-Wastes and<br />

BMW (Workshop III, IV and V) respectively.<br />
