• Special training to unqualified staff: They may be sent for the training to All India Institute of
Local Self Government or such similar institutions which designs special courses for sanitation
workers and supervisors.
• Refresher course at all levels of staff: Refresher course should be conducted for the sanitation
workers as well as supervisory staff at least once in every 5 years, or they should be sent for
training to get an exposure to advance in the field.
• Exposure to elected members: If these members are given appropriate orientation towards the
modernization of solid waste management and importance of the same in terms of sanitation and
health they would be able to overcome the financial and the other administrative hassles and
strengthen the implementation of the action plan. They would also help in gaining the public
support through their networks of field workers.
• Promotional Opportunities: Adequate promotional opportunities should be available in
decentralized SWM hierarchy to maintain the interest of the supervisory staff to retain in the
department.
• Building partnerships: Building partnerships with the agencies in public sector, private sector
and community groups is an important. The Department of Solid waste Management should
develop working partnership with those organizations providing support to businesses, across all
the sectors, on resource and waste management. For example Maharattha Chamber of
Commerce and Agriculture (MCCIA) ensuring that consistent message is communicated across
all sectors. The department should assist businesses and trade associations in the development of
sector specific guidelines. The department should also develop partnerships with the community
groups sector and NGOs to incorporate resource efficiency and correct waste management into
community action; integrating resource efficiency and good waste management practices into
every day activity of the community groups.
The institutions other than Municipal Corporations like the academic institutions, various NGOs
working in the field of Environment and education and stakeholders dealing with different kind of
waste streams also need a capacity building. The academic institutions should have specially designed
Solid Waste Management Courses. The students for medical sciences should have solid waste
management with the special course on biomedical waste management including the regulatory part.
The students of science and engineering should have detail study of Solid Waste Management
covering the technical, engineering aspects, prescribing the legislations with scope of taking up some
research projects.
The schemes that address the above aspects are mentioned in the Table 8.1
