projects in partnership. However, an integrated and strategic approach is still missing. In most cases the<br />
projects and initiatives have remained either isolated or not up-scaled or replicated. Individual or<br />
fragmented approach is bound to become unsustainable in view of increasing complexity of the waste<br />
streams. Unless the approach is strategic and cross-sectional, ad-hoc waste management will always<br />
remain a challenge.<br />
There is also a dire need to integrate the informal sector into mainstream waste management process. The<br />
informal sector comprising of rag-pickers, illegal or unauthorized recyclers, are estimated to be handling a<br />
substantial portion of the waste generated without the requisite environmental safeguards. The social<br />
aspects of waste management are thus equally important as the waste treatment technologies.<br />
In order to execute the strategic approach, a plausible solution would be an integrated approach towards<br />
waste management. This approach would include collective management of all types of wastes and<br />
implementation of the 3R (Reduce, Reuse and Recycle) policies and strategies.<br />
For the city of Pune, the Pune Municipal Corporation (PMC) has a mandate of facilitating and the<br />
Maharashtra Pollution Control Board (MPCB) has a mandate of enforcing key environmental legislation<br />
for protection of the environment under the guidance of Central Pollution Control Board (CPCB).<br />
In the recent times, a myriad of new and complex environmental regulations have come to effect,<br />
requiring significant efforts at the end of MPCB as well as PMC. This has called for development of<br />
focused strategies towards strengthening infrastructure and deployment of modern tools especially on<br />
monitoring and information management. In addition, restructuring of the organization and revamping of<br />
the internal processes may also be required as supported by appropriate training and development of<br />
human resources.<br />
Given the keen interest of communities in the protection of environment today and the mainstreaming of<br />
environmental considerations in the globalization of business and trade, PMC can no longer limit their<br />
role to facilitating and MPCB to enforcement of environmental legislation alone. Today, both PMC and<br />
MPCB needs to function both as a regulator as well as a facilitator by sharing information, by stimulating<br />
public-private partnerships and by adopting modern practices of doing business. Here, PMC and MPCB<br />
needs to ensure that requisite environmental infrastructure are in place to manage wastes and residues in a<br />
safe and secured manner.<br />
Therefore, in order to cope with the problem of Solid Waste Management, The United Nations<br />
<strong>Environmental</strong> Programme (UNEP) through <strong>International</strong> <strong>Environmental</strong> <strong>Technology</strong> <strong>Centre</strong> (IETC),<br />
Division of <strong>Technology</strong>, Industry, and Economics (DTIE) are collaborating with Pune Municipal<br />
Corporation (PMC) in implementing the project “Development and Implementation of an Integrated<br />
Waste Management <strong>Plan</strong> for Pune”.<br />
1.2 Project Scope<br />
The objective of the project is to develop an Integrated Solid Waste Management (ISWM) plan covering<br />
MSW, BMW, industrial hazardous waste, C&D waste and E-waste. The plan would cover all the aspects<br />
of ISWM chain including collection, segregation, transportation, recycling, treatment and disposal.<br />
For the plan development and implementation, the project has been divided into three aspects which are<br />
briefed below.<br />
