6. Detailed assessment tier (tier 3)<br />

As an outcome of the scoping exercise, a number of non-feasible or unqualified EST options would<br />

be eliminated and the options with the best overall ratings are thus selected for further detailed (tier<br />

3) technical and economic feasibility. This level of assessment is rather situation-specific and the<br />

suggested criteria at this stage demand a lot more detailed and quantitative information to facilitate<br />

decision making.<br />

Using the information, the stakeholder group should once again prepare a new weighted sum matrix<br />

or revise the existing one. In some instances, it is possible that the rating of the technology systems<br />

may change due to the new scoring based on available information.<br />

As an outcome of this exercise, the group will get a number of technology system options ranked in<br />

the order of their scores – or in other words their performance vis-à-vis the principles of<br />

sustainability.<br />

7. Anticipating future scenarios<br />

When a stakeholder group undertakes a systematic SAT, it starts with a set of technology systems<br />

based on the current situation analysis. However, it may so happen that the selected “best”<br />

technology system choice made with the current set of information may be found to be inadequate<br />

or inappropriate in the future. This may happen due to changes in the situation, local requirements,<br />

legislations or even the new developments on technology front.<br />

It is therefore recommended that once the group has completed one cycle of the SAT, before<br />

making a final decision, the same methodology be used to simulate certain future scenarios and<br />

ensure that the outcome of the current exercise is robust enough and confirm that the suggested<br />

technology system can stand the test of time. For new scenario, the weights as well as scores could be<br />

different and this may alter the choices to be made.<br />

8. Decision-making on preferred technology options<br />

After conducting the three-tiered detailed SAT using the weighted sum matrix, one needs to make<br />

the final decision about the technology choice. At the outset, one may tend to adopt the option with<br />

highest score resulting from the weighted sum matrix. However, some caution needs to be exercised<br />

before doing so.<br />

Even though some technology system may score the best in the current context, while building<br />

different scenarios, the same option may not qualify as the best option. This needs to be carefully<br />

reviewed.<br />

On the other hand, an option that does not qualify as a high-end scorer in the current situation may<br />

probably top the list, with appropriate technology transfer/adaptation or capacity building efforts.<br />
