The implementation of the SWM functions of Pune is undertaken by the available manpower within the health<br />

department. As discussed, MSW management of Pune is predominantly managed by the health department<br />

officials. The senior officers are qualified medical doctors and most of them have specialization in public health.<br />

The Sanitary inspectors along with their team work at the ward levels for managing the SWM activities. At the<br />

landfill also the operations are handled by the staff from the health department.<br />

The vehicle depot of PMC is located at Gultekadi. The Depot Superintendent of vehicle depot manages<br />

these vehicles. Vehicle Depot is at present looking after around 700 vehicle of PMC except the mass<br />

transport of people. Out of 700 vehicles, 265 vehicles are allotted to health department for solid waste<br />

management. 10-15 % vehicles out of 265 are most of the time remains in the workshop because of<br />

maintenance or break down.<br />

PMC has also established arrangements with various non-governmental organizations for activities like<br />

collection from door-to-door in some areas. Similarly for Bio-medical wastes, the PMC has facilitated the<br />

required infrastructure for treatment and presently has handed over to a private party to operate the<br />

facility on a financial and operation agreement.<br />

7.1.3Proposed ISWM Cell and Supportive Institutional<br />

Strengthening<br />

The <strong>Action</strong> <strong>Plan</strong> developed in Chapter 6 contains 31 Schemes that address the gaps identified in the<br />

Situation Analyses supported by tools such as awareness creation and capacity building and strategies<br />

such as policy change and public private partnerships.<br />

While the “driver” to the ISWM action plan will be the Pune Municipal Corporation (PMC), it is<br />

important that PMC gets cooperation and support from various stakeholders that represent business,<br />

community interest and the education/research sector.<br />
