ESTABLISHMENT OF A CADRE OF CERTIFIED<br />
OPERATORS FOR DECENTRALISED TREATMENT<br />
Target:<br />
‣ To form a proper cadre of operators who can take up this job of running decentralized<br />
plants sustainably.<br />
Lead Agency: A Non-profit organization, University and educational institutions and Pune<br />
Municipal Corporation<br />
Support Agency: PMC can make use of the services of a consultant along with a Nonprofit<br />
organization can take up this charge. It can be supported by industries around Pune,<br />
NGOs and Recycling units and operators along with the Universities and educational<br />
institutions in Pune.<br />
Location (Suggested): Training may be provided at the <strong>Environmental</strong> Awareness <strong>Centre</strong>,<br />
the community sorting centres or at the individual decentralized treatment plants<br />
Description: In case of decentralized wet waste, there needs to be a common information<br />
and knowledge pool developed for formulating the guidelines for assessing the quality and<br />
quantity of waste. These guidelines then need to trickle down to actual operators of<br />
treatment plants. The efficiency of treatment plants is based on the skill and competency of<br />
the operator. The increase in functional efficiency can be increased with this cadre of<br />
operators. PMC can collaborate with Universities and educational institutions in Pune to<br />
provide for certifications of such courses. Such training programme should be offered at<br />
different times in a year. After successful implementation of such training programmes,<br />
PMC can introduce a policy for decentralized treatment plants to hire certified operators<br />
only.<br />
In order to form a cadre of operators for decentralized treatment plants, training needs to<br />
be imparted to all those stakeholders involved in decentralized treatments.<br />
The stakeholders who can be involved to form the cadre of operators include, informal<br />
sector such as rag pickers etc., Operators from the decentralized treatment service providers<br />
and Workers working at restaurants, societies etc.<br />
