PRIVATE PARTNERSHIP IN CURRENT WASTE<br />

COLLECTION SYSTEM<br />

Target:<br />

‣ To introduce the Private sector participation in solid waste<br />

management involving the following activities:<br />

o To privatize the collection mechanism by provision of<br />

vehicles or heavy equipment for the collection of waste<br />

and thereby increase the collection efficiency of waste<br />

collection.<br />

o Optimization in the transportation costs<br />

Lead Agency: PMC<br />

Support Agency: ISWM Cell, NGOs, Schools and Residential welfare,<br />

society associations and industry associations like MCCIA<br />

Location (Suggested): This project will be implemented at the city level.<br />

Description: In order to introduce private partnership interventions in the<br />

Solid Waste Management, and especially Solid Waste Collection mechanisms<br />

PMC should hire the services of a consultant. The consultant should be<br />

commissioned<br />

‣ To study and assess the prevalent collection systems and operation. The<br />

deployment of human resources, their training levels and competencies,<br />

collection capacity of vehicle fleet, frequency and timings of collection,<br />

the condition of the vehicles as well as the adopted routes should be<br />

assessed.<br />

‣ On the basis of this detailed assessment, the consultant should identify<br />

the gaps and suggest points for private party interventions.<br />

‣ The consultant should also assist PMC in selecting the most beneficiary<br />

PPP model and identify stake-holders/partners for the same.<br />

‣ The consultant should assist PMC in identifying potential locations for<br />

setting up the pilot plants should be identified, followed by a detailed<br />

analysis of alternatives.<br />

‣ For the selected location, bid documents should be prepared for<br />

introducing private partnerships. The concerns of the human resources<br />

and the gaps identified during the initial assessment should be reflected<br />

in the bid documents.<br />

‣ The pilot plant should be evaluated on the basis of guidelines set in<br />

consultation with PMC.<br />

The success of the pilot plant can later be up-scaled at the city level to<br />

improvise overall efficiency.<br />

Budget: Rs 1 Million<br />

Benefits<br />

• The private sector has shown that it<br />

can provide a more efficient or costeffective<br />

service.<br />

• The private sector often has better<br />

access to capital financing and so it is<br />

able to use more efficient equipment.<br />

• The private sector may have easier<br />

access to specialist skills. For example<br />

companies can form joint ventures<br />

with international specialist firms.<br />

• Private sector operators are motivated<br />

by accountability and competition, and<br />

by the need to fulfill certain specific<br />

requirements as set out in contractual<br />

agreements.<br />

• Private sector managers generally have<br />

more control over who is in their<br />

workforce and how they should work.<br />

• Private sector companies are less<br />

restricted by bureaucratic procedures<br />

and more able to concentrate<br />

resources where they are needed<br />

• Decentralized Treatment facilities can<br />

be improved though active<br />

participation from the private sector.<br />
