The salient features of some of the regulations in the context of the solid waste generation and
management are presented in the following sections.
2.2 Municipal Solid Waste (Management and Handling)
Rules, 2000
In 1999, following the report of the Committee appointed by the Supreme Court of India, the Ministry of
Environment and Forests (MoEF), Government of India (GoI) brought out the notification of Municipal
Solid Wastes (Management and Handling) Rules 2000. The key objectives of these rules were:
• To provide scientific management of municipal solid waste
• To ensure proper collection, segregation, transportation, processing and disposal of solid wastes
• To upgrade existing facilities to arrest contamination of soil and ground water.
