Figure 3.32 shows that most of the wards are sufficient in terms of bin capacities for all the three<br />

waste projection scenarios.<br />

3.7.3 Institutional Capacities, arrangements & Human<br />

Resources Related<br />

As discussed earlier, separate institutions / organizations / generators have roles based on the type of<br />

the solid waste being generated in the city. While the MSW is managed primarily by the PMC all<br />

other forms of regulated solid waste have their management vested on the generators. In case of<br />

BMW a service provider for the common waste is available in the city that caters to the maximum of<br />

the BMW generators. For the management of hazardous solid waste the responsibility has been<br />

vested on the generator of the waste along with the operator of the treatment and disposal facilities<br />

where such wastes are taken. For the C&D and E-waste no clear institutional framework exists at<br />

present. The institutional capacities and human resource gaps in some of the key institutions are<br />

presented below.<br />

Maharashtra Pollution Control Board<br />

The MPCB is the authority for the implementation and monitoring of compliance of all the rules<br />

pertaining to the management of all the solid waste management in the city. While MPCB has<br />

efficiently implemented the Hazardous Waste rules, the MSW and BMW rule implementation has<br />

gaps. The MSW rule has the implementation responsibility on the municipal authority which<br />

themselves are constrained in terms of manpower, financial resources, expertise, etc. (discussed<br />

elsewhere in this chapter) and therefore the MPCB has not been able to initiate action against the<br />

board. In case of BMW, most generators do not take MPCB’s permission and therefore MPCB also<br />

is unable to monitor such facilities. Besides due to the number of such facilities within the PMC area<br />

the manpower requirement of MPCB is presently not adequate keeping in view the responsibilities<br />
