As PMC does not have the multidisciplinary team to handle the varied issues of MSW management,<br />

ISWM Cell is envisaged. This Cell is expected to play a role between the Health department of PMC and<br />

the key stakeholders on SWM related functions. The structure of the ISWM Cell is outlined in the Figure<br />

7.10 below.<br />

Some of the key function of the ISWM Cell will be as follows<br />

• Develop the Schemes prepared in the <strong>Action</strong> <strong>Plan</strong> (see Volume II for complete details) further for<br />

the purpose of priorized implementation<br />

• Administer the engagements (bids and partnerships) to meet the Terms of References (ToRs)<br />

• Mobilze funds from private sector, State and national government, international agencies<br />

• Seek partnerships for technology transfer and know-how, training and capacity building<br />

• Hold regular meetings between Ward Medical Officers and Engineering Staff at PMC concerned with<br />

SWM as well as other external stakeholders to discuss and review the ISWM <strong>Action</strong> <strong>Plan</strong><br />

• Operate a website to report progress on the implementation of Schemes as well as invite<br />

comments/suggestions for the adaptation of ongoing Schemes as well as to develop new Schemes.<br />

• Report progress on the implementation of the Schemes to the Steering Committee and seek advice<br />

As ISWM Cell will be a new entity, domiciled at the Health Department of PMC, it is proposed that a<br />

professional support is provided to the Cell through a professional Project Management Consultant. This<br />
