The PMC is accountable for the implementation of the provision of these MSW rules. This means<br />

PMC is responsible to provide and facilitate for collection, segregation, storage, transport, processing<br />

and disposal of the MSW generated in the city. Within PMC the division of functions is defined as<br />

follows:<br />

The health department of PMC oversees the MSW management of the city. However the transport<br />

facilities being used for the movement of the waste are not with the health department.<br />

Presently, there is no apparent linkage between the health department and the town planning<br />

department of the PMC in the SWM context, whereas the town planning practices do affect the<br />

management of solid waste.<br />

The implementation of the SWM functions of Pune is undertaken by the available manpower with<br />

the health department. As discussed the MSW management of Pune is predominantly managed by<br />

the health department officials. The senior officers are qualified medical doctors and most of them<br />

have specialization in public health. The sanitary inspectors along with their team work at the ward<br />

levels for managing the SWM activities. There is relatively low engineering department support.<br />

At the landfill also the operations are handled by the staff from the health department.<br />

As is obvious from the discussion above, the PMC does not have the multidisciplinary team to<br />

handle the varied issues of MSW management.<br />

In its endeavor to improve the waste management situation of the city, PMC has developed linkages<br />

with various NGOs and organizations. However the lack of a formal structure and description of<br />

jobs expected makes the process repetitive.<br />

A quick review of the existing institutional framework brings out various other organizations /<br />

institutions capable of providing the support to the waste management scenario and thus augmenting<br />

the waste management process. If these organizations are looked at from the perspective of<br />

Integrated Solid Waste Management, then the potential linkages as depicted in Figure 3.33 could be<br />

explored.<br />
