<strong>Strategic</strong> <strong>Action</strong> <strong>Plan</strong> Report<br />

and ISWM <strong>Action</strong> <strong>Plan</strong> should provide a good basis for PMC to make requisite proposals to<br />

such institutions. These proposals if approved could supplement PMC on the budget for the<br />

operationalization of the ISWM <strong>Action</strong> <strong>Plan</strong>. Apart from financial considerations, a partnership<br />

with the international agencies can help PMC in improving technical and managerial capability of<br />

the ISWM Cell and that of the Health Department.<br />

• Prepare projects from the Schemes developed under ISWM <strong>Action</strong> <strong>Plan</strong> for possible funding at<br />

the Jawaharlal Nehru Urban Renewal Mission (JNURM). Many of the infrastructure oriented<br />

schemes developed in the ISWM <strong>Action</strong> <strong>Plan</strong> could be posed for financing under the JNRUM.<br />

Keeping this in mind, the Schemes are designed to generate relevant Detailed Project Reports<br />

(DPRs). PMC may follow up by customizing the DPRs to the JNURM requirements and seek<br />

Central Assistance.<br />

The ISWM action plan in the form of 31schemes, proposes several options for improvising the overall<br />

efficiency of Pune’s waste management system. The schemes proposed are estimated to cost Rs. 83.2<br />

Million over a period of 5 years. Looking at the annual budget as well as the annual average expenses<br />

carried out on SWM, the budget for implementation of schemes is within 5% of the annual revenues.<br />

The benefits of ISWM plan however, in terms of increase in efficiencies, generation of employment, value<br />

addition of products through recycling have not been estimated. In addition revenues from the sale of<br />

carbon credits will be possible by deploying CDM related schemes.<br />

Even at 20% efficiency gain, the reduction in costs of SWM operation alone (i.e. disregarding economic<br />

benefits through other waste streams) would amount to Rs 60-70 Million over a period of five years. Thus<br />

the implementation of ISWM action plan should provide economic advantage to PMC in addition to<br />

environmental improvement, social upliftment and stimulating business in waste sector.<br />
