9.1 Introduction to Key Performance Indicators<br />
The Integrated Solid Waste Management <strong>Plan</strong> (ISWM) presents a number of Schemes that are to be<br />
implemented within the plan’s timeframe. It is important that an adequate monitoring and review process<br />
is set up to achieve the desired outcomes.<br />
The purpose of the monitoring and review process is the following<br />
a. Provide information on the status of the ISWM plan to various stakeholders on a regular basis<br />
b. Analyse the status to assess effectiveness of the Schemes implemented<br />
c. Adapt, modify or strengthen the ongoing Schemes as well as conceive new Schemes as relevant<br />
d. Draw on the learnings, update and disseminate knowledge<br />
In order to monitor the Schemes, a set of Key Performance Indicators (KPIs) are required that relate to<br />
the <strong>Plan</strong> and its elements (in this case Schemes) under review..<br />
Key Performance Indicators (KPIs) are parameters that provide a meaningful, concise, overall picture<br />
of an organizations performance or that of the project/programme, used to report progress that is chosen<br />
to reflect the critical success factors of a program or plan. The KPI’s reflect long-term considerations.<br />
Targets are also required for each Key Performance Indicator in order that the outcomes can be achieved.<br />
A Key Performance Indicator that is generally looked upon as barometer to measure the overall<br />
performance of solid waste management is the year-on-year reduction of waste generated and/or<br />
disposed. The overall cleanliness of a city is also considered to be another key parameter to be measured.<br />
These aspects have been well reflected in Pune’s ISWM <strong>Action</strong> <strong>Plan</strong> by setting appropriate Vision, Goals,<br />
Objectives and Targets.<br />
A KPI is a quantitative measure of whether the system is delivering its service at the desired level. In<br />
order to evaluate a KPI, appropriate data must be gathered by the concerned department using a certain<br />
methodology. There are broadly two types of indicators; operational and financial 1 .<br />
• An Operational KPI relates to the actual delivery of service.<br />
• A Financial KPI relates to the cost efficiency in the delivery of that service.<br />
While creating a set of KPI for a particular Municipal Service the following need to be done<br />

• Attach a KPI to every function of the delivery system that has to do with an outcome that affects<br />
the citizens<br />
• There should be a Financial KPI that ensures that the delivery of that service is done in a<br />
financially efficient manner<br />
• Identify the data that needs to be available to quantify the KPI<br />
