3.1 Preparing the Situation Analysis Report<br />

Understanding the overall ‘situation’ as it exists, both in terms of waste related concerns and its<br />

institutional mechanisms, is the first step of the <strong>Strategic</strong> <strong>Plan</strong>ning process. The purpose of the<br />

Situation Analysis is to enable an effective mapping of external environmental challenges with<br />

internal institutional capabilities and resources, and thereby drawing out an effective <strong>Strategic</strong> <strong>Action</strong><br />

<strong>Plan</strong> for PMC. The highlights of the same are explained in this chapter.<br />

3.2 Application of DPSIR to Solid Waste<br />

Keeping the perspective of managing all forms of solid waste generation in an integrated manner, the<br />

DPSIR framework has been adopted to map the existing waste management of Pune. DPSIR<br />

framework analyses the cause-effect relationships between interacting components of social,<br />

economic and environmental systems all along the solid waste management system. The DPSIR<br />

framework attempts to answer five questions that are essential towards understanding the interlinkages<br />

between causative factors and resulting social and environmental impacts, so that<br />

appropriate responses may be developed. The five questions are as follows:<br />

In the solid waste management context,<br />

1. What are the forces necessitating effective and integrated solid waste management?<br />

2. What are the consequences for / impacts on the receiving environment and ecology?<br />

3. What is being done about it and how effective are these actions?<br />

4. What could be alternative future for unwarranted unsustainable management of solid waste?<br />

5. What are the alternative actions to be taken?<br />

3.3 Driving Forces<br />

The solid waste management scenario is influenced by the level of economic activity happening in<br />

the city. For example economic development of the region results into immigration, thus increasing<br />

the population growth rate, increased consumption of resources and thereby the quantity of waste.<br />

The distribution of the population in terms of the spread determines the load exerted on the system,<br />

while the socio-economic profile of the population influences the characteristics of the waste being<br />

generated.<br />

The Driving forces of the solid waste management for the city of Pune have been discussed below in<br />

the context of the following two most significant issues, namely:<br />
