Pune City ISWM. The process envisaged is presented diagrammatically in Figure 1.4.<br />

The process of developing the ISWM plan for Pune started with streamlining the information capture and<br />

analysis and the data formats were developed. The Data Collection Formats have been evolved based<br />

on discussions with the various agencies as well as the “Guidelines for Data Collection and Analysis” compiled<br />

by IETC-UNEP as the base document, Pune city specific information and understanding the national and<br />

local legal requirements. This document has already been submitted and approved by the project<br />

proponents. The available data from the various sources have been captured and analysed to assess the<br />

prevailing solid waste management systems in terms of efficacy and effectiveness and including<br />

compliance with applicable legislations. Understanding the overall ‘situation’ both in terms of<br />

environmental concerns and its institutional mechanism is the first step of the strategic planning process.<br />

In the Pune ISWM, the Situation Analysis Report provides an understanding of the existing state of<br />

affairs. Based on the past data available, the future developmental activities and available trends of<br />

development, scenarios were developed for the future. Using the various scenarios the gaps were<br />

elaborated in terms of infrastructure; institutional capacities, arrangements and human resources; financial<br />

constraints; etc. the outcome of the exercise would be the Gap Analysis. The ISWM <strong>Action</strong> plan has<br />

been formulated in line with the vision, mission and goals and several schemes are being proposed to<br />

overcome the gaps highlighted in the situation analysis report.<br />

1.7 <strong>Strategic</strong> <strong>Plan</strong>ning Process for Pune ISWM<br />

The Situation Analysis Report is essentially a result of data collection and analysis leading to identification<br />

of issues and gaps based on present as well as projected solid waste generation scenarios. The Situation<br />
