SAT Methodology<br />

Proposed methodology/decision making process for SAT<br />

Based on the preceding discussion, the following methodology for SAT is proposed (Figure 1). The<br />

methodology follows typical <strong>Plan</strong>-Do-Check-Act cycle of continuous improvement as recommended<br />

by systems like Quality/<strong>Environmental</strong> Management Systems (ISO 9000/14000).<br />

A brief explanation about the various steps follows.<br />

1. Conduct situation analysis<br />

The purpose of technological intervention is to address some problem, such as solid waste<br />

management in a city or establishing a centralized wastewater treatment plant in an industrial cluster.<br />

Once the problem is defined, it is essential to undertake a situation analysis. The situation analyses<br />

will include baseline data collection, stakeholder consultation, mapping and analyses as necessary. A<br />

situation analysis helps to identify issues as well as assess their significance. It also brings forth<br />

experience on what has worked and what has not. Scenario building is also possible with the help of<br />

situation analyses. Finally, situation analyses leads to setting of targets that should be addressed by<br />

the proposed technology intervention.<br />
