7.2.1 Financial Considerations in the Context of ISWM <strong>Action</strong> <strong>Plan</strong><br />

In general, solid waste management is given a very low priority when it comes to provision of financial<br />

resources. As a result, very limited funds are provided to the solid waste management sector and hence<br />

the levels of services required for protection of public health and the environment are not attained. Out<br />

of the total PMC budget from 2003-06, an average of only 15 % was spent on SWM.<br />

Given these constraints and pattern of the financial resources and expenditures, it is recommended that a<br />

separate budget be created for operationalizing the ISWM <strong>Action</strong> <strong>Plan</strong>. The 31 Schemes proposed<br />

correspond to a budget of Rs 83.2 Million over a period of five years. This budget on an annual basis<br />

constitutes to only Rs 17 Million annually which accounts for 3.28% of the average revenue and 3.46% of<br />

the annual expenses. Excepting Schemes that require development of infrastructure, most of the<br />

remaining Schemes can be implemented through this budget.<br />

Since a PPP model has been advocated for the implementation of projects arising out of the Schemes, the<br />

financial implications are expected to be minimal and within the resources available at the PMC.<br />

However, in order to draw on additional support to the operation of the <strong>Action</strong> <strong>Plan</strong>, the PMC may<br />

consider the following possibilities.<br />

• Secure support as Technical Assistance from multilateral and bilateral financing institutions, from<br />

organizations such as the World Bank, Asian Development Bank (ADB), Japanese Bank for<br />

<strong>International</strong> Cooperation (JBIC), KfW (Kreditanstalt für Wiederaufbau), Indo-Norwegian<br />

Cooperation and Department for <strong>International</strong> Development (DiFD)of UK. The documents<br />

prepared under the support of UNEP IETC viz. Situation Analyses, Stakeholder Consultation<br />
