Institutional and Financial Considerations for Implementation of the ISWM Action Plan 7.1 Institutional Considerations Institutional framework for each waste stream would include the organizations which are responsible for the formation of policy, for planning and for enforcement; the business organizations who are also the generators as well as the catalytic institutions. Separate institutions / organizations / generators have roles based on the type of the solid waste being generated in the city of Pune. The existing institutional arrangements are presented as Figure 7.1.
