Directive on Ground Water (538)<br />

Direct discharge into ground water (i.e., without percolation through<br />

the ground or subsoil) of organophosphorous compounds, organohalogen<br />

compounds <strong>and</strong> substances which may form such compounds in the aquatic<br />

environment, substances which possess carcinogenic, mutagenic or<br />

teratogenic properties in or via the aquatic environment <strong>and</strong> mineral<br />

oils <strong>and</strong> hydrocarbons is prohibited. Appropriate measures deemed<br />

necessary to prevent indirect discharge into ground water (i.e., via<br />

percolation through ground or subsoil) of these substances shall be<br />

taken by member countries.<br />

Directive on Fishinp Water Ou&,#y (536)<br />

Petroleum products must not be present in salmonid <strong>and</strong> cyprinid waters<br />

in such quantities that they: (1) form a visible film on the surface<br />

of the water or form coatings on the beds of water-courses <strong>and</strong> lakes,<br />

(2) impart a detectable "hydrocarbon" taste to fish <strong>and</strong>, (3) produce<br />

harmful effects in fish.<br />

The m<strong>and</strong>atory specyfications for petroleum hydrocarbons specify that<br />

they may. not be present in shellfish water in such quantities as to<br />

produce a visible film on the surface of the water <strong>and</strong>/or a deposit on<br />

the shellfish which has harmful effects on the shellfish.<br />

Organohalogens, organophosphates, petroleum hydrocarbons, carcinogens<br />

or substances which have a deleterious effect on the taste <strong>and</strong>/or odor<br />

of human food &rived from aquatic environments cannot be discharged<br />

into inl<strong>and</strong> surface waters, territorial waters or internal coastal<br />

waters without prior authorization from member countries which issue<br />

emission st<strong>and</strong>ards. A system of zero-emission applies to discharge of<br />

these substances into ground water.<br />

Any installation, establishment, or undertaking which produces, holds<br />

<strong>and</strong>/or disposes of certain toxic <strong>and</strong> dangerous <strong>waste</strong>s including<br />

phenols <strong>and</strong> phenol compounds; organic-halogen compounds; chrome<br />

compounds; lead compounds; cyanides: ethers <strong>and</strong> aromatic polycyclic<br />

compounds (with carcinogenic effects) shall keep a record of the<br />

quantity, nature, physical <strong>and</strong> chemical characteristics <strong>and</strong> origin of<br />

such <strong>waste</strong>, <strong>and</strong> of the methods <strong>and</strong> sites used for disposing of such<br />

<strong>waste</strong>.<br />

Petroleum <strong>and</strong> coal tar distillates with flash points below 21'C are<br />

classified as flammable substances <strong>and</strong> are subject to packaging <strong>and</strong><br />

labeling regulations. Because of the variable composition of other<br />

petroleum <strong>and</strong> coal tar distillates (excluding those used as motor<br />
