10.3 <strong>The</strong> Region representatives shall be elected by postal ballot to represent the region at<br />

two successive Annual General Meetings of the National Council. At the end of such<br />

term they shall retire but are eligible for re-election if they qualify as in 10.2 above.<br />

10.4 A postal ballot shall be conducted under the authority of the Regional Development<br />

Manager and must be completed and reported to the National Secretary at least 65<br />

days before the date scheduled for the next Annual General Meeting of the National<br />

Council.<br />

10.5 Any two persons who are themselves eligible for election may nominate any other<br />

eligible person for election. Nominations must include: the surname and full given<br />

names of the nominee; date of birth; residential address; the nominee’s consent and<br />

certify that they are eligible as in 10.1 and 10.2 above. Nominations will close at 5.00<br />

p.m. on the day 30 days prior to the date on which the postal ballot will close.<br />

10.6 If the number of nominations does not exceed the number of vacancies, no ballot shall<br />

be held and those nominated shall be declared elected. If the nominations fall short of<br />

the number of vacancies the Regional Development Manager may co-opt to fill the<br />

vacancies.<br />

10.7 If a ballot is necessary ballot papers will be distributed to each Scout Group, Zone and<br />

Region. Votes shall be as follows:<br />

Each Scout Group that has a total membership of less than 50 youth members and<br />

Adult Leaders may cast one vote.<br />

Each Scout Group that has a total membership of 50 (and less than 100) youth<br />

members and Adult Leaders may cast two votes.<br />

Each Scout Group that has a total membership of 100 or more youth members and<br />

Adult Leaders may cast three votes.<br />

Membership numbers will be those recorded at the most recent census of<br />

membership.<br />

In addition to the votes cast by Groups, one vote may be cast on behalf of each Zone.<br />

Votes should reflect the majority view of all adult uniformed and lay members.<br />

It is recommended that in the case of Groups having Venturer Units, and in the case<br />

of Combined Venturer Units, the Adult Leaders of the Venturer section should consult<br />

with the Unit Executive before determining how they will vote.<br />

10.8 <strong>The</strong> Regional Development Manager may suspend the voting right of any Scout Group,<br />

if it has not fully paid National or other membership fees owing prior to the current<br />

financial year.<br />

10.9 <strong>The</strong> National Secretary shall advise in matters of procedure relating to the election of<br />

Region Representatives and shall be sole arbitrator of any dispute arising there from.<br />

No accidental omission or act shall void the election.<br />

10.10 Where the appointment of Regional Development Manager is vacant or the appointee<br />

is absent or for any other reason unable to conduct the postal ballot the National<br />

Secretary shall act in the place of the Regional Development Manager.<br />

11. <strong>The</strong>re shall be a Committee of the Council to be known as the National Executive<br />

Committee referred to in these By-laws as "<strong>The</strong> Executive" which shall consist of:<br />
