Aircraft Requirements<br />

(g) Members of SCOUTS New Zealand may only undertake flights in powered<br />

aircraft issued with a current Airworthiness Certificate or a permit to fly<br />

issued by the Civil Aviation Authority (CAA) and a valid Maintenance<br />

Release issued by a rated engineer.<br />

Ground Training<br />

(h) Before undertaking a flight in a powered aircraft Members of SCOUTS New<br />

Zealand must have received instruction on the following.<br />

(1) <strong>The</strong> rules and safety precautions to follow when on an airfield.<br />

(2) <strong>The</strong> safety procedures for approaching an aircraft or helicopter when<br />

its engines are running.<br />

If during the visit to the Airfield, a Scout undertakes the following in<br />

addition to completing Clause (h)(1) and Clause (h)(2) they will be eligible<br />

for the "Airmanship One Badge".<br />

(3) Understand the requirements of a controlled airfield and the<br />

significance of airfield control facilities.<br />

(4) Know the standard light signals used by aerodrome control towers<br />

and, if possible, view the control signals.<br />

(i) A Venturer must have completed the requirements for an Air Activities<br />

Charge Certificate prior to first solo.<br />

Activity Approval<br />

(j) Prior to approving powered flying as a Scouting activity, the Group Leader<br />

must:<br />

(1) Have received a properly completed Activity Intention form.<br />

(2) Ensure that written parental consent has been obtained for members<br />

less than eighteen years of age taking part in the activity.<br />

(3) Ensure that prior to entry onto an aircraft movement area, the Scout<br />

has received instruction as required by Clause (h) of these MSR’s.<br />

(4) Ensure that the activity is to be completed by a Club / Flying School<br />

as required by Clause (b). In the event that the activity is to be<br />

conducted by an individual who owns, is a part owner, or has access<br />

to the use of a powered aircraft, it is similarly necessary to ensure<br />

that the individual is a member of a Club / Flying School that is<br />

covered by Clause (b) of these MSR’s.<br />

(5) Ensure that the pilot(s)-in-command, with whom the <strong>Scouts</strong> are to<br />

fly, meet the requirement(s) of Clause (d) and Clause (e) of these<br />

MSR’s.<br />

(6) Ensure that the aircraft in which any <strong>Scouts</strong> fly complies with the<br />

requirements of Clause (g) of these MSR’s.<br />

(7) Ensure that the <strong>Scouts</strong> are under the supervision and control of a<br />

qualified pilot or the holder of an Air Activities Charge Certificate.<br />

(k) It is recognised that some or all of the requirements listed in Clause (j)(1)<br />

- (7) of the above could be difficult for the Group Leader to check in some<br />

instances. <strong>The</strong>refore, in the event that the Group Leader does not have<br />

access to a Regional or Zone Air Activities Adviser for consultation<br />

concerning the requirements, it is essential that the assistance of an<br />

appropriate authority at the National Office of SCOUTS New Zealand be<br />

requested.<br />
