(8) A maximum of 15 Groups only can hold the Naval Recognition at any one time.<br />
<strong>The</strong> National Water Activities Adviser will select eligible Groups on the basis of<br />
their Naval Recognition points. <strong>The</strong> National Water Activities Adviser will<br />
determine the number of Groups to be selected in consultation with Regional<br />
Water Activities Advisers and National Development Manager.<br />
(9) <strong>The</strong> National Water Activities Adviser will submit a list of selected Groups to the<br />
Chief of Naval Staff of the Royal New Zealand Navy for formal and final approval.<br />
(10) Chief of Naval Staff will promulgate a Navy Order listing the names of Groups<br />
entitled to Naval Recognition.<br />
(11) <strong>The</strong> National Water Activities Adviser will announce the list of Scout Groups<br />
granted recognition as soon as advice is received from the Chief of Naval Staff.<br />
(12) Groups will retain their Naval Recognition for a period of two years from 1<br />
January following the submission and acceptance of their NRA.<br />
(13) Naval Recognition may be withdrawn by the National Water Activities Adviser at<br />
any time if, in his or her opinion, a Group is not maintaining standards<br />
appropriate to such recognition. <strong>The</strong> National Water Activities Adviser will<br />
consult the Zone Leader, Regional Water Activities Adviser and National<br />
Secretary before withdrawing recognition from any Group.<br />
Privileges provided by the RNZN to Naval Recognised Groups<br />
Those Groups who achieve the award will have the right to be presented with<br />
and fly a Chief of Navy, Naval Recognition pennant and to wear SCOUTS New<br />
Zealand Navy Recognition badge. <strong>The</strong>y may also be entitled to other privileges<br />
provided by the RNZN as available and offered in their locality.<br />

20. AIR SCOUTS<br />
(a) Any Scout Group conveniently located near an RNZAF Station, a civil aerodrome,<br />
an aviation firm, aero or gliding club, or an ATC Squadron Headquarters, may<br />
apply for registration as an Air Scout Troop and wear the uniform of that Section<br />
after approval. <strong>The</strong> value of Air Scouting is officially recognised by the Royal New<br />
Zealand Air Force and by the Ministry of Transport and authority has been given<br />
for officers of both Departments to give assistance within reason. When an Air<br />
Scout Troop is well established and aviation instructional support from the<br />
appropriate aviation organisation is in being, the Group may apply for official<br />
recognition by the RNZAF.<br />
(b) RNZAF Recognition: Application for recognition as such must be made, on the<br />
appropriate application form through the usual channels, to National Office. <strong>The</strong><br />
conditions for recognition are as follows:-<br />
(i) <strong>The</strong> strength of the Air Scout Troop must be at least 12 <strong>Scouts</strong> (two<br />
Patrols).<br />
(ii) <strong>The</strong> organisation of the Group must be such as to render its Adult Leaders<br />
and/or instructors capable of imparting elementary technical instruction to<br />
the Air <strong>Scouts</strong> in an efficient manner.<br />
(iii) Reasonable progress must be evident on the Air Proficiency Badges.<br />
(iv) <strong>The</strong> Group will be inspected by an officer of the RNZAF and if a satisfactory<br />
report is submitted, recognition will be granted, and a Certificate of<br />
Recognition will be issued to the Section concerned by the RNZAF. <strong>The</strong><br />
following privileges will be made available:<br />
<strong>The</strong> wearing of a badge consisting of a roundel on a background of Air<br />
Force blue incorporating a red kiwi.<br />
Facilities to be made available for Air Scout Troops to visit RNZAF Stations<br />
and Civil Aviation facilities.<br />
