GENERAL ORGANISATION<br />

(a) <strong>The</strong> Scout Association (in the United Kingdom) was incorporated by<br />

Royal charter in January, 1912.<br />

(b) <strong>The</strong> Scout Association of New Zealand was incorporated by <strong>The</strong> Scout<br />

Association of New Zealand Act, 1956, and is the only official Scout<br />

Association in New Zealand.<br />

It has been held in a case concerning the will of H K Wilkinson, of Dunedin (April,<br />

1943), that the Association is an educational charity.<br />

(d) <strong>The</strong> Scout Association of New Zealand in common with all recognised Scout<br />

Associations of other countries is registered with the World Scout Bureau which<br />

is responsible for the recognition and registration of national Scout Associations<br />

throughout the world and for the organisation of international events.<br />

As a member of the Asia-Pacific region of the World Bureau, New Zealand is<br />

expected to participate in Biennial Conferences, Training Courses, and other<br />

activities and in particular to assist in encouraging Scouting in new member<br />

countries in this region.<br />

<strong>The</strong> Scout Association of New Zealand is registered with the Charities<br />

Commission as a single entity covering all parts of the Movement operating<br />

under its constitution. Charitable and donee status has been granted by the<br />

Inland Revenue Department.<br />

13. CONSTITUTION<br />

<strong>The</strong> general organisation, together with the powers and duties of the<br />

Association in New Zealand, are set out in the Constitution and By-laws<br />

adopted by the National Council.<br />

14. PROTECTION<br />

<strong>The</strong> name, uniforms and badges of <strong>The</strong> Scout Association of New Zealand are<br />

protected under <strong>The</strong> Scout Association of New Zealand Act, 1956.<br />

15. DEPARTMENTS OF STATE<br />

<strong>The</strong> Association is not subject to control by any Department of State.<br />

17. FINANCE<br />

(a) Financial support for Scouting may be derived from within and outside<br />

the Movement and may take the form of grants from Government and<br />

other sources, donations, bequests, payment for services or<br />

entertainment and membership subscriptions.<br />

(b) <strong>The</strong> general principle is that money raised by <strong>Scouts</strong> for use by the<br />

Movement must either be earned, or value in some form given.<br />
