(a) All persons holding Group appointments shall be responsible to the Group<br />
Leader.<br />

Group Leaders and all persons holding Zone appointments shall be responsible to<br />
Zone Leader.<br />
Zone Leaders and all persons holding Regional appointments shall be responsible<br />
to the Regional Development Manager.<br />
<strong>The</strong> following are responsible to the Chief Executive or his /her nominee.<br />
National Kea Leader<br />
National Cub Leader<br />
National Scout Leader<br />
National Venturer Leader<br />
National Rover Leader<br />
All National Advisers<br />
All National Organisers<br />
National Training Team<br />
(e) Assistant National Leaders, Assistant National Advisers and Assistant National<br />
Organisers are responsible to their principals as listed in (d) above.<br />
(f)<br />
<strong>The</strong> International Commissioner is responsible to the Chief Executive.<br />
(g) All persons holding other National appointments (except those appointments<br />
made by the National Council) shall be responsible to the National Commissioner<br />
unless otherwise determined in their position descriptions recorded at the time of<br />
their appointment.<br />
(h) <strong>The</strong> authority to suspend any person holding a National appointment (except<br />
those appointments made by the National Council and staff members) is vested<br />
in the National Commissioner.<br />
47. APPLICATIONS<br />
(a) Application for all warrants at Group level will be submitted to the Regional<br />
Office before any service as an adult leader.<br />

Before signing the application the Group Leader will consult the Group Council,<br />
and in the case of an Affiliated Group, the Patron Body.<br />
<strong>The</strong> Group Leader must be satisfied in every case that the applicant is fully fitted<br />
by character and previous history to be entrusted with the care of children, and<br />
has, in particular: -<br />

<strong>The</strong> necessary qualifications required by the rule relating to the rank in<br />
question.<br />
A full appreciation of the spiritual and moral aim underlying the scheme of<br />
Scouting.<br />
(iii) Personal standing and character such as will ensure a good moral influence<br />
and sufficient steadfastness of purpose to carry out the work with energy<br />
and perseverance.<br />
(iv) A willingness to undertake appropriate training.<br />
(d)<br />
Applications for all warranted Zone and Regional ranks will be submitted to the<br />
Regional Office before any service commences.<br />
