Training: <strong>The</strong> Scout Leaders assisted by the Assistant Scout Leader, is<br />
responsible for the training of the Patrol Leaders. <strong>The</strong> Patrol Leaders, assisted by<br />
Adult Leaders are responsible for the training of their Patrol members.<br />
Uniform: <strong>Scouts</strong>, Scout leaders, and Programme Activity Leaders wear the<br />
appropriate uniform as set out in Management Procedures.<br />
112. SCOUT LEADER AND ASSISTANT SCOUT LEADER<br />
(a)<br />
Appointment: Scout Leaders and Assistant Scout Leaders are appointed by the<br />
Group Leader after Adult Leader warrants have been issued by National Office.<br />
(b) Qualifications: <strong>The</strong> special qualifications for S.L. and A.S.L. in addition to the<br />
general qualifications set out in <strong>Rule</strong> 47 are as follows: -<br />
(i)<br />
Have undertaken initial training appropriate to the Scout Section.<br />
(ii) Ages: not less than 18.<br />
(iii) It is considered undesirable that a Leader under the age of 20 should take<br />
charge of a Scout Troop.<br />

Functions:<br />

<strong>The</strong> S.L. takes charge of the Scout Troop with the assistance of any A.S.L.<br />
subject to the general supervision of the G.L.<br />
<strong>The</strong> S.L. will, however, delegate as far as possible to the Patrol Leaders<br />
Council all internal matters of discipline and administration, including the<br />
expenditure of Troop funds.<br />
(iii) <strong>The</strong> S.L. is responsible for the training of the P.L.'s of the Troop in their<br />
functions.<br />
(d)<br />
Assistants Necessary: To ensure continuity it is essential that every Troop should<br />
have one A.S.L., and where a Troop consists of more than four Patrols,<br />
additional A.S.L.'s are desirable.<br />
113. THE SCOUT<br />
(a) Investiture: A young person becomes a Scout by investiture and thus, if not<br />
previously invested, also becomes a member of the World Scout Movement.<br />
Invested members are entitled to wear full uniform.<br />
(b)<br />
Programme: <strong>The</strong> programmes issued by the National Office should be followed.<br />

115. PATROL LEADER TRAINING<br />
Training of Patrol Leadership is the Scout Leaders responsibility. Courses are provided<br />
to supplement training carried out by the Scout Leader. Course syllabus and<br />
guidelines are available from the National Office.<br />
