ROVER SECTION<br />

127. THE ROVER CREW<br />

(a) <strong>The</strong> aim of the Rover Programme is: -<br />

To encourage the self development of young adults between the ages of 18 and<br />

26 by providing an active and balanced programme of:<br />

• Service to Scouting and to the community<br />

• Outdoor pursuits<br />

• Continuing skill development<br />

• Social interaction<br />

<strong>The</strong> organisation and management of the Programme is based on Crew<br />

decisions, which are implemented by the Crew Executive.<br />

<strong>The</strong> programme must complement the aims and principles of the Scout<br />

Movement as set out in rule one "to encourage the physical, mental, spiritual<br />

and social development of young people so that they may take a constructive<br />

place in society".<br />

<strong>The</strong> programme will provide opportunities for:<br />

• Individual enjoyment<br />

• A wide range of challenging activities<br />

• Service to Scouting and the community<br />

• Learning and self development<br />

• Outdoor pursuits and social interaction<br />

(b) Conditions of Formation: -<br />

<strong>The</strong> Rover Crew is the operational unit in the Rover Section. Each Crew<br />

(other than special service crews) forms part of a Scout Zone and is similar<br />

to a Scout Group for communication and representation purposes.<br />

A minimum of five active members committed to the aim of the Rover<br />

Programme is recommended as necessary for the establishment of a Crew.<br />

<strong>The</strong> Rover Crew is registered at National Office<br />

A Crew may include all three branches of Scouting (i.e. Land, Sea and Air).<br />

Special Service Crews: With the approval of the National Rover Leader a Rover<br />

Crew may be formed, for special purposes (e.g., campsite service). Such Crews<br />

will observe the normal rules relating to Crew membership, uniform and<br />

investiture.<br />

Crew Administration: Each Crew will run its own affairs and will be required to<br />

adopt a constitution or set of operating rules based on a standard constitution<br />

available from the National Rover Leader and will submit it and any subsequent<br />

amendment to the Zone Leader when applying for registration.<br />
